Answer: You should call the court and get emergency custody of the kids. Keep that email. Show them. They can get your kids out of that house.

Answer: You should report this to cps. however Why dont you ask her to let the children stay with you for awhile, after which file an emergency motion for temp. custody and attach a copy of the e-mail to your emegency motion.
Since you know your children might be in danger and you do nothing (like she is) your gonna be viewed as neglectful as she is. PROTECT YOUR CHILDREN
